Independent Alliance Minister of State John Halligan is meeting consultants from University Hospital Waterford this morning.
It's understood they'll discuss the Health Minister's proposals on cardiac care services for the south east.
Talks on the issue broke up without resolve last night - Mr Halligan is said to be considering resigning.
The Health Minister is expected to propose they accept the findings of the independent Clinical Review on cardiac care for UHW.
It's understood the review rejects calls for a second cath lab at the hospital but recommends the provision of more staff and equipment along with increased opening hours for the existing cath lab.
Simon Harris is also proposing a second clinical review of services in early 2017.
But Minister Halligan is unlikely to agree to a second clinical review unless there's a change to the terms of reference.
