It's believed the so-called Latte Levy may be introduced before the end of the year.
Legislation is being worked on with the hope within Government that it would be published in the coming weeks.
It would see a 20 cent charge introduced on disposable cups aimed to reduce waste.
Plastic cups used for cold drinks will eventually see an extra charge, but the lack of renewable alternatives means it will be delayed.
